I had problems using 7-Zip v9.15 to extract, and in the discussion
https://sourceforge.net/projects/sevenzip/forums/forum/45798/topic/3779254
it appears the file has some junk blocks according to 7-Zip's author.
I was able to extract via basic-bsdtar and gnu tar and 7-Zip v4.65 so
just an FYI.
