  * Also adds a spec for CP# 3834
  * Adds the ComTest project and exe, and modifies InstallAndRun.bat to 
register it
  * Deletes the ADODB specs in favor of the COMTest specs

  Also includes the IR Release queue files that are live on MerlinSnap1 
to check them in.
