Hi, I'm a high school student developing a rails site for my school's
newspaper. I have little experience in rails, but even less in
deployment. What would be the easiest and cheapest way to deploy a
small app?

I realize that an existing cms would be suited to this task, but I
wanted to gain experience with rails, and also leave something
extremely simple to use; I am graduating this year and hope to leave
the site in other hands. However, I would welcome suggestions for a
simple cms in case my project fails.

Hi Jeff

I use 600host.net

Setting up an app with them is as clicking "create new app", entering
the name of the app and then clicking "run"

They are running rails 2.2.2 at the moment on the shared servers so
you'd have to ensure your app was compatible but other than that
they're cheap and quite simple to use.
