Rails 2.3.0 RC0 should work with ruby 1.9.1 (at least that's the goal
for the final version of 2.3)

Just so you're aware, to the best of my knowledge, Rails 2.2.2 is
engineered around the Ruby 1.8 series. Ruby 1.9 has renamed and/or
removed some of its standard libraries, and that's why it's breaking.
I personally ran into the same issue, and for my own development,
rolled back to 1.8, just until Rails 2.3 is finalized and officially
released.

See
http://pragdave.blogs.pragprog.com/pragdave/2008/0...
for some of changes to Ruby 1.9's standard libraries.
