An error of gem install

I worked on gem 0.9.4 in Fedora9 and when I run gem install ** I will
get this error:

ERROR: While executing gem … (NoMethodError)
undefined method `[]=’ for #Gem::ConfigFile:0xb7eaa3dc

Does anyone know this issue?
