Which one is more feature rich and easy to use, wxRuby or fxRuby? Can I
develop a full-fledged client-server Windows based app. with wxRuby?

Easiness: just about the same. Featureness: Wx is a more capable toolkit
than Fox. It also looks better, in most people's opinions.

Yes - there is a sample included in the distribution which gives an
example of client/server programming over TCP/IP.
