Is Javascript/Flash always available? RJS/ajax views

We are setting off on a development milestone for a rails app. Our
preference is to provide a RJS(Ajax) based intuitive interface. We would
rather avoid the degrade option when JS is turned off in the browser.
Our estimates as almost a 40% extra effort to implement the degrade
option.

In your experience, how often do customers/users have Javascript turned
“off” in their browser? In your experience, is the “degrade to non-Ajax”
views a nice-to-have or a must-have?

The answer will probably vary by your user group. But I am looking for
some ball-park numbers based on your experience with external customers
and users.

If others are interested in similar data for availability of
flash/cookies etc., I will send out a survey that can be beneficial for
everybody facing these decisions.
